“ፍትሓዊ የመሰረተ ልማት ዝርጋታ ሁሉንም ክልሎች ባማከለ መልኩ እንደማይሰራ የአደባባይ ሚስጢር ቢሆንም አሁንም ዝም አልን”
የተካደው ሰሜን ዕዝ፤ ጋሻየ ጤናው
ኢ-ፍትሃዊ የመሰረተ ልማት ዝርጋታ እጅግ በጣም የጎዳው የዐማራውን ክልል ነው። ይህንን ሁኔታ ዝም ብለን አልፈነዋል። በተመሳሳይ፤ በፋኖም ላይ የሚካሂደውን– ወንጀለኛውን ፋኖ ከአገር ወዳዱ ፋኖ–በቅጡ የማይለይ አፈና በሚመለከት አብዛኛዎቻችን ዝምታን መርጠናል።
እኔ ኢትዮጵያ ከ April 29 እስከ May 20, 2022 በቆየሁበት ወቅት በተደበፍጋጋሚ ከኢትዮጵያዊአያን ታዛቢዎች የሰማሁማት ሕዝቡ ከሁሉም መስፈርት በተቀዳሚ የሚመኘውና የሚፈልገው ሰላምን፤ እርጋታንና ወተከባብሮ መኖርን መሆኑን ነው። ከጥቂቶች በስተቀር፤ ይህ ፍላጎት እድሜ፤ ጾታ፤ ዘውግ፤ እምነት፤ ኃብት፤ ሞያ፤ የፖለቲካ ዝንባሌ አይለይም። በአሁኑ ወቅት፤ ኢትዮጵያ ከቤት ወጥቶ መግባት፤ እንደ ልብ መንቀሳቀስ፤ በማንኛውም ኢትዮጵያ መኖርና መስራት ብርቅ የሆነባት አገር መሆኗን ያነጋገርኩት ሁሉ ገልጾልኛል። “የእኛን ምክርና አቤቱታ የሚሰማ ባለሥልጣን የለም። ውጭ የምትኖሩት ምን እየሰራችሁ ነው? ነጻነታችሁን ተጠቅማችሁ ለወገኖቻችሁ በጋራ ሆናችሁ አቤቱታ ብታሰሙ ጫና ፈጣሪዎች ለመሆን ትችላላችሁ። ገንዘቡም፤ እውቀቱም፤ ግንኙነቱም አላችሁ” ብለውኛል።
የምናፈቅራት አገራችን ኢትዮጵያ በውጭ ጠላቶች–ግብፅ፤ ሱዳን፤ የአውሮፓ የጋራ ማህበር፤ የአሜሪካ መንግሥት–እና በአገር ውስጥ ከሃዲዎች–ህወሃት፤ ኦነግ ሸኔ፤ አል ሸባብ፤ የኃይማኖት አክራሪዎች፤ በተረኝነት የተበከሉ ኃይሎች፤ ሆዳም ኪራይ ሰብሳቢዎች የተከበበች አገር መሆኗን በተደጋጋሚ አሳስቤ ነበር። ሆኖም፤ የሚያዳምጥ ባለሥልጣን የለም። ተፎካካሪ ፓርቲ የለም። የማህበረሰብ ድርጅት የለም። ምሁራን የሚባሉትም በአንድነት ለጋራ ዓላማ ሲሰሩ አላይም።
የዚህ ጽሁፍ ዋና ዓላማ አገር ቤት በቆየሁበት ወቅት በአደራ መልክ ሰለ ዐማራው ሕዝብ ሰቆቃ፤ በተለይ በየአካባቢው በራሱ ፈቃደኛነት ቤቱን፤ ቤተሰቡን፤ እርሻውን፤ ንግዱን፤ አስተማሪነቱን ወዘተ አቋርጦ ለአካባቢው ሕዝብ ደህንነት፤ ለሃገሩ ግዛታዊ አንድነት፤ ክብርና ሉዐላዊነት ለሚታገለው ለፋኖው ድምጻችን አሰማልን ብለው የጠየቁኝን ወገኖችን አቤቱታ በመላው ዓለም ለሚገኘው፤ በጠቅላላ ለኢትዮጵያና ለኢትዮጵያዊነት፤ በተለይ ደግሞ በማንነቱ ምክንያት ብቻ እየተለየ ግፍና በደል ለሚካሄድበት ለዐማራው ሕዝብ ፍትህ ለሚከራከረውና መከራከርም ላለበት ግዙፍ እምቅ ኃይል ለማሳሰብ ነው። “ድር ቢያባር” ነውና ይህንን መረጃ ተጠቅማችሁ ድርሻችሁን ተወጡ የሚል አደራ ነው የነገሩኝ።
ባለፈው የእንግሊዝኛ ሃተታየ ወልቃይት ለኢትዮጵያ ስትራተጅክ ጥቅም እንዳለው በመረጃ አቅርቤዋለሁ። በተመሳሳይ፤ ስለ ፋኖ አገራዊ ሚና ያጫወቱኝ ግለሰቦች፤ ይህ እንቅስቃሴ የውጭ ጠላቶችን፤ የአገር ውስጥ መሰሪዎችንና ሽብርተኞችን ለመከላከል፤ በተናጠል ሳይሆን ከልዩ ኃይሎችና ከመከላከያ ጋር ሆኖና ተባብሮ ከፍተኛ ጀቡድ እንዳሳየ፤ ክፍተኛ መስዋእት እንደ ከፈለ፤ ለኢትዮጵያ መንግሥት ባለውለታና ደጀን እንደ ሆነ በመረጃ አስተምረውኛል። በፋኖ ስም የሚነግዱ፤ የህወሓት፤ የኦነግ ሸኔ፤ የሱዳንና የግብፅ ተላላኪዎች እንዳሉም ነግረውኛል። እነዚህ የተወሰኑ ወንበዴዎችና ሕገ-ወጦች ፋኖን እንደማይወክሉም ነግረውኛል።
እንደሚሉት ከሆነ፤ የዐማራው የብልጽግና ፓርቲና የኢትዮጵያ ፌደራል መንግሥት በጋራ ሆነው በፋኖና በደጋፊዎቹ ላይ በጅምላ የሚያካሂዱት አፈናና ፋኖን የማፋረስ ድርጊት ዋናው እላማ የዐማራውን ሕዝብ ለማዳከም፤ ዐማራውን ለመከፋፈል፤ የዐማራውን የመንፈስና የስነ ልቦና አልበገርነት ለማኮላሸትና በራሱ እንዳይተማመን ለማድረግ ነው ይላሉ። ለዚህ ምሳሌ ይሰጣሉ። የዐማራው ሕዝብ መሪዎች እንዳይኖሩት መደረጉ። መሪዎቹ እርስ በርሳቸው እንዲገዳደሉ መደረጉ—ዶር አምባቸው መኮንን፤ ጀኔራል አሳምነው ጽጌ ወዘተ ይጠቅሳሉ። የዐማራው ክልል ርእሰ መስተዳደር አምስት ጊዜ መቀየሩን በምሬት ያነሳሉ። የአማራው ክልል ኢክኖሚ፤ ዘመናዊ እርሻ፤ የትምህርት ጥራትና ብቃት ዝቅተኛ መሆናቸው ተጠቅሰዋል።
ህወሃትና ኦነግ ሸኔ አዲስ ጦርነት በከፈቱበት በአሁኑ ወቅት፤ “ሕግን እናስከብራለን” በሚል ሰበብ በፋኖ ደጋፊዎቹ ላይ የሚካሄደው የረቀቀ አፈሳና አፈና ዐማራውን የጥቃት ኢላማ ከማድረግ ውጭ መታየት የለበትም ይላሉ ተመልካቾቹ። ይህ ተከታታይ ግፍና በደል፤ ማሳደድና ማሸማቀቅ እንዳለ ሆኖ፤ የዐማራው ሕዝብ የመንፈስ ጥንካሬ ከመቸውም በበለጠ ከፍተኛ ደረጃ ላይ መድረሱን ይናገራሉ። ትኩረቱ ከዚህ ላይ እንጅ ፋኖን ትጥቅ ከማስፈታቱ ላይ መሆን የለበትም ይላሉ።
የዐማራው ሕዝብ ሌላ ጦርነት እንዲጀመር የማይፈልግ መሆኑን፤ በዜግነቱ ተከብሮ በማንኛውም የኢትዮጵያ ክፍለ ሃገር ለመኖር የሚፈልግ መሆኑን፤ በኢትዮጵያና በኢትዮጵያውዊነቱ የማይደራደር መሆኑን ያሰምሩበታል። ደም ለማፋሰስ፤ እልቂትና ውድመት ለማካሄድ የሚፈልጉት ኃይሎች ፋኖዎች፤ የዐማራ ልዩ ኃይል አለመሆናቸውን በምሬት ይናገራሉ።
የዐማራው ሕዝብ ለምን ይደራጃል?
በዐማራው ሕዝብ ላይ በተከታታይ ለአምሳ ዓመታት ሲካሄድ የቆየውና አሁንም የሚካሄደው የጅምላ እልቂት፤ ማሳደድ፤ ማፈናቀል፤ መሪዎች ብቅ ብቅ ሲሉ በረቀቀ መንገድ መግደል፤ ማሳደድና እንዲሰወሩ ማድረግ፤ በመንደርና በጎጥ እንዲከፋፈል መጎትጎት ወዘተ፤ የህልውና ጥያቄ መሆኑን ነግረውኛል። አንድ ሕዝብ በራሱ ህልውና ላይ ተከታታይ እልቂት ሲደርስበት ያለው አማራጭ ራሱን አደራጅቶ ህልውናውን ማስከበር ነው ይላሉ። የተባበሩት መንግሥታት ስርዓት ይህንን ራስን ከእልቂት የመከላከል መብት ያረጋግጣል። “የኢትዮጵያ ፌደራል መንግሥት እና የክልሉ መንግሥት ባለሥልጣናት የዐማራውን ህልውና አስከብረው አያውቁም። አሁንም አያስከብሩም፤ ወደፊትም ያስከብራሉ የሚል እምነት የለንም” ይላሉ ግብዓቱን የሰጡኝ ታዛቢዎች።
በዘላቂነት በዘውግ መደራጀት ለኢትዮጵያና ለኢትዮጵያዊነት ማነቆ አይሆንም ወይ? የሚል ጥያቄ አቅርቤ ነበር።
አጠቃላይ መልሱ መጀመሪያ የዐማራው የመኖር/አለመኖር ጥያቄ መመለስ አለበት የሚል ነው። “ዐማራው በኢትዮጵያዊነቴ መብቴ አልተከበረም። በዘውግና በቋንቋ የተዋቀረው ስርዓት ተቀይሮ የእያንዳንዱ ኢትዮጵያዊ መብት ሲከበር በዐማራነት መደራጀት ያከትማል። እስከዚያ ድረስ ግን፤ በዐማራነት አለመደራጀትና ራስን ከባሰ እልቂት አለመከላከል ድንቁርና ነው፤ ቂልነት ነው” ይላሉ። “እርቅና ሰላም በምኞት ስኬታማ ሊሆን አይችልም።”
እኔም የሚሉትን እጋራለሁ። ኢትዮጵያንና ኢትዮጵያዊነትን ለመታደግ የሚቻለው በጽንፈኛነት፤ በጠባብ ብሄርተኛነት፤ በፖለቲካ ስልጣን የበላይነት፤ በጉቦና በሙሰኛነት ሊሆን አይችልም። ከህወሃት የሰላሳ ዓመታት ግፍና በደል ልንማር የምንችለው ይህ የተተኪነት አማራጭ ኢትዮጵያን ሊያጠፋት እንደሚችል ለመቀበልና መፍትሄዎችን በጋራ ለመፈለግ ቆርጠን ስንነሳ ብቻ ነው።
የችግሩ እምብርት ምንድን ነው?
ብዙ ጊዜ የምሰማው አስኳል ጉዳይ የኢትዮጵያ መንግሥት ባለሥልጣናት የሚሰሩት ሁሉ “ለአገር ዘላቂነት፤ ሉዐላዊነትና ክብር፤ ለዜጎች ደህንነት ሲባል” የሚል ነው። በዚህ ማን ይከራከራል?
ይህ መርህ አገራዊ/ብሄራዊ መርህ ከሆነ በመላው ኢትዮጵያ በሚኖረው፤ በኢትዮጵያና በኢትዮጵያዊነቱ በሚያምነው በዐማራው ሕዝብ ላይ ለምን በተከታታይ፤ በረቀቀ ደረጃ ግፍ፤ በደል፤ የጅምላ ግድያ፤ እስራት፤ መንገላታትና ሌላ ኢሰብአዊ ወንጀል ይካሄዳል የሚል ጥያቄ ያቀርባሉ። የዐማራውን ሕዝብ ለይቶ ቅስሙን ለመጉዳት፤ የኢኮኖሚ አቅሙን ለማምከን ለምን ተፈለገ? የሚል መሰረታዊና ምክንያታዊ ክርክር ያቀርባሉ።
ለምሳሌ፤ በህወሃት የግፍ ጦርነት የአፋርና የትግራይ ሕዝብ ከፍተኛ ዋጋ እንደከፈሉ መረጃዎች ይሰጣሉ። የዐማራው ሕዝብ ግን በዐማራነቱ ብቻ ዋጋ መክፈል የጀመረው አሁን አይደለም ይላሉ። ከደርግ መንግሥት ጀምሮ በዐማራው ተራ ሕዝብ ላይ አንዴም ሳያቋርጥ የተካሄደው ግፍና በደል ገና በመረጃ ተደግፎ ለዓለም ሕዝብ አልቀረበም ይላሉ።
ይህ በተከታታይ የተካሄደው ግፍና በደል የዐማራውን ሕዝብ ለመጀመሪያ ጊዜ በህልውናው ላይ የሚደረግ እልቂት ነው በሚል እሳቤ በዐማራነቱ እንዲፈላለግ፤ እንዲደራጅ፤ እየተናበበ እንዲሰራ አስገድዶታል ይላሉ። ይህ ለዐማራውና በተዛማጁ ደግሞ ለኢትዮጵያ ህልውና የሚደረግ ትግል ብዙ ፈተናዎችና ተግዳሮቶች እንደሚገጥሙት ያምናሉ። እኔም ብሆን ሳስበው ከመደራጀትና እየተናበቡ ከመስራት ውጭ ሌላ አማራጭ አይታየኝም። የዐማራው ሕዝብ ተከቧል። የከበቡት እነማን ናችው? በሚለው ላይ የሚከተሉትን ልጥቀስ፤
- በሰሜን በህወሃትና ከጀርባ ሆነው ህወሃትን በሚደግፉት በግብጽና በሰሜን ሱዳን፤
- በማህል አገርና በደቡብ በኦነግ ሽኔና በሌሎች ጽንፈኞችና የእምነት አክራሪዎች (አል ሸባብ)፤
- በምእራብ በቤኒ-ሻንጉል ጉሙዝ አመጸኞችና እነሱን በሚደግፉት በግብጽና በሰሜን ሱዳን፤
- በማህል አገር፤ በተለይ በአዲስ አበባ በኦነጋዊያን ተረኞች፤ የብልጽግናን ፓርቲን ጨምሮ። በቀጥታም ሆነ በተዘዋዋሪ መንገድ ከላይ የጠቀስኳቸው ኃይሎች የሚፈልጉትና የሚመኙት ግብ ኢትዮጵያን እንደ ሃገር ሙሉ በሙሉ ለመቆጣጠር የምንችለው የዐማራውን ሕዝብ ቅስም ሰንሰብረውና የኢኮኖሚ አቅሙን ስናመክነው ብቻ ነው የሚል መርህ ይከተላሉ የሚለው አጠቃላይ ትንታኔ ትክክል ነው።
የኃይል አሰላለፍ ጉዳይ
በአሁኑ ፈታኝ ወቅት ለዐማራው ሕዝብ አጋርና ወዳጂ ሆኖ የሚገኘው ማነው? ብየ ስጠይቅ፤ የኤርትራ መንግሥት የሚል መልስ ቀርቧል። የኤርትራ መንግሥት ብሄራዊ ጥቅም እንዳለ ሆኖ፤ ከኤርትራ መንግሥት ጋር ያለውን ግንኙነት ማጠናከር ግን ለዐማራው ሕዝብ ይጠቅማል የሚል አስተያየት አለ፤ ይህንን እኔም እጋራለሁ።
የፋኖ ፋይዳነት ለምን?
ጉዳዩን በጥልቀት የሚከታተሉት ታዛቢዎች እንደሚት ከሆነ፤ ፋኖ የሚለው እንቅስቃሴ ዛሬ የተጀመረ አይደለም። በጣሊያን ወረራ ወቅት ኢትዮጵያን ለመታደግ በዱር በገደሉ እየተመመ መስዋእት የሆነው አርበኛ ሁሉ ፋኖ ነበር ለማለት ይቻላል። በበጌምድርና ሰሜን የሱዳንን ወሰን ጠብቆ አላስደፍርም ያለው ተራው ገበሬ፤ ፋኖን የመሳሰሉ አርበኞች ናችው። በህወሃቱ ጦርነት ቤቱን፤ ቤተሰቡን፤ እርሻውን፤ ንግዱን፤ መምህርነቱን ወዘተ ትቶ ለአካባቢው ብቻ ሳይሆን ለሃገሩ ደህንነት ከልዩ ኃይሉና ከኢትዮጵያ መከላከያ ኃይል ጋር ተባብሮ ህወሃትን የታገለው ፋኖ ነው። “ደጀን፤ ደጀን፤ ደጀን” የሚለው በተደጋጋሚ ተነግሮኛል።
ሁሉም እንደ ተስማሙት “ፋኖ የዐማራውና የኢትዮጵያ ደጀን ነው። ፋኖ ደጀን ከሆነ ለከሃዲው ህወሃትና ለኦሮሞው አመጸኛና ጽንፈኛ ኦነግ ሸኔ ዋና መሰናክል ወይንም ማነቆ ፋኖ መሆኑ ነው። ታዲያ የኢትዮጵያን ባለ ውለታን ፋኖን በጅምላ ማሳደድ ኢላማው ምንድን ነው? ለማን ጥቅም? ለማን የበላይነት? በፋኖ ስም የሚነግዱት ፋኖን አይወክሉም” ይላሉ። ይህ ትክክል ነው። ትኩረቱ ወንጀለኛውን፤ በፋኖ ስም ህግወጥ የሆነውን ከመለየቱ ላይ ነው።
ተጻራሪ አመለካከት
ኢትዮጵያ በቆየሁበት ወቅት ከባህር ዳርና ከደብረ ታቦር የመጡ ታዛቢዎችን ሳነጋግር “በፋኖ ስም የሚሰሩና የሚንቀሳቀሱ ወንበዴዎች አሉ” የሚል ትርክት ተነግሮኛል። እኔ የተከራከርኩት ግን፤ በፋኖ ስም ህወሃት፤ ኦነግ ሸኔና የብልጽግና ፓርቲ ያሰማሯቸው፤ የግብጽና የሱዳን ቅጥረኞች እንደ ተሰገሰጉ ታውቃላችሁ? የሚል ነው። እነዚህ ሆዳሞች ፋኖን አይወክሉምና እባካችሁ ትርክቱን አታራቡት! የሚል ምክር ለግሻለሁ።
እኔን አሁን ያሳሰበኝ ሕግን ለማስከበር በሚል መርህ፤ በፋኖ ላይ በጅምላ፤ በዐማራ ሕዝብ መሪዎች፤ ጋዜጠኞች፤ ጫና ፈጣሪዎች ላይ በጅምላ የሚካሄደው እጅግ በጣም የሚዘገንና አገርን የሚያፈርስ እርምጃ ነው። በተጨማሪ አሳሳቢ ሆኖ ያገኘሁት የኢትዮጵያ መንግሥት ባለሥልጣናት፤ በተለይ ጠቅላይ ሚንስትር ዶር ዐብይ አሕመድ ከአሸባሪው ከህወሓት ጋር በምስጢር የሚያካሂዱት ድርድር ነው። ጠቅላይ ሚንስትሩ በተለያየ ጊዜ የተለያየ አቋም ይዘው የሚናገሩ መሆናቸው በኢትዮጵያና በኢትዮጵያዊነት ለሚያምኑት ከላይ ለጠቀስኳቸው ወገኖቻችን አሳሳቢ መሆኑ በስፋት ይነገራል። በጠቅላይ ሚንስትሩ ላይ የነበረው ተስፋና ተአመኔታ እየባከነ መሄዱ ለኔም ያሳስበኛል።
እኔም ሆንኩኝ ያነጋገርኳቸው ታዛቢዎች በጠቅላይ ሚኒስትሩና በሚመሩት የብልፅግና መንግሥት ላይ ያላቸው እምነት ወደ ባዶነት ተሸጋግሯል። ለምን እንደሆነ ላስረዳ።
- ምንም አስተማማኝ ሁኔታ ሳይዙ የህወሃትን ቀንደኞች እነ ስብሃት ነጋን መፍታታቸው፤ ከትግራይ ክልል በፍጥነት መከላከያውን ማውጣታቸው፤ ህወሃት አንሰራርቶ የአፋርንና የአማራን ክልል መውጋቱ፤ ንጹሃንን መጨፍጨፉ፤ ግዙፍ ኃብትና ጥሪት ማውደሙ፤ ለዚህ አጥጋቢና አስተማማኝ ምክንያት እስካሁን አለመሰጠቱ፤
- የዐብይ አመራር ፋኖን በሁለት መከፋፈላቸው፤አንዱን ወገን ሸልመው ሌላውላን መተዋቸው፤ ይህ ዐማራውን ሆነ ብሎ ለመከፋፈል የተደረገ አጸያፊ የፖለቲካ ድርጊት ነው የሚለውን ትዝብት መፍጠሩና አግባብ ያለው መልስ አለመሰጠቱ፤
- ህወሃትና ኦነግ ሸኔ ጦርነት በሚያካሂዱበት በአሁኑ ወቅት የዐማራው ተራ ገበሬ ራሱን፤ ፋኖን ጨምሮ ከእልቂት እንዳይከላከል ትጥቅ የማስፈታት ዘመቻው እውነተኛ ጠላትን ከወዳጅ የማይለይ ፖሊሲ መሆኑ፤
- የዐማራው ሕዝብ፤ በተለይ ክልሉ እስካሁን ድረስ በተከታታይ አምስት ርእሰ መስተዳደሮች መቀያየራችውና የዐማራው ሕዝብ በልዩ ልዩ ተልካሻ ምክንያቶች መሪ አልባ እንዲሆን መደረጉ። እነ ዶር አምባችው መኮንን፤ እነ ጀኔራል አሳምነው ጽጌ፤ በመፈንቅለ መንግሥት ሰበብ እርስ በእርሳቸው እንዲገዳደሉ መደረጉ፤ በቅርቡ እነ ጀኔራል ተፈራ ማም በተልካሻ ምክንያቶት መታሰራቸው እና በፋኖ መሪዎች ላይ ግድያ፤ አፈናና ጦርነት እንዲካሄድ መደረጉ፤ ለጠላት ይውላል የተባለው ድሮንና ሌላ ከባድ መሳሪያ በፋኖና ደጋፊዎች ላይ ማነጻጸሩ በዐማራው ሕዝብ ላይ የለየለት ጦርነት የሚካሄድ መሆኑ፤
- በዐማራው ላይ የጅምላ አፈናና ማሳደድ ሲካሄድ፤ የጎጃም፤ የወሎ፤ የሸዋ፤ የጎንደር፤ የአዲስ አበባ፤ ካቶሊክ፤ ፕሮቴስታንት፤ ሙስሊም ወይንም ኦርቶዶክስ ወዘተ መለያ እየተደረገ አይደለም፤ ዋናው መስፈርት ጸረ-ዐማራነት ነው። ይህ ዐማራን ኢላማ ያደረገ የፖለቲካ ሂደት መድረሻው ምን እንደሆነ በግልጽ አለመነገሩ፤
- “የጠቅላይ ሚኒስትር ዶር ዐብይ አሕመድ መንግሥት በዐማራው ሕዝብ ላይ የሚያካሂደው ግፍና በደል፤ በዐማራው ጀርባ የሚያካሂደው ድርድር በምንም አያዋጣም” ይላሉ ታዛቢዎች። በተጨማሪ፤ በዐማራው ሕዝብ ላይ ሆነ ተብሎ በትምህርት እድል፤ በፋይናንስና በመሰረተ ልማት፤ በዘመናዊ እርሻና በኢንዱስትሪ መስፋፋት ወዘተ ላይ የሚደረገው አድልዎና የባጀት ምደባ ከእልቂቱና ከማሳደዱ ጋር አብሮ የሚካሄድ ግፍና በደል ነው” ይላሉ። እኔም በበኩሌ የዐማራው ክልል ኋላ ቀርነት ትኩረት ያልተሰጠው ለምን ይሆን? የሚለውን ጥያቄ ከዚህ በፊት አንስቸ ነበር። የክልሉ አመራር ሆነ የፌደራሉ መንግሥት መልስ ሊሰጡ ይገባል።
- በቅርቡ በተደረገው የምክር ቤት ውይይት፤ ጦርነት ላወጀው ለህወሃቱ ክልል ለትግራይ አስራ ሁለት ቢሊየን ብር ፈሰስ እንዲሆን ሃሳብ መቅረቡ አስገርሞኛል። ህወሃት ትግራይን እንደ ነጻ አገር የሚመራ መሆኑ እየታወቀ ኢትዮጵያን እንደ ሃገር ከመቀበሉ በፊት ከፌደራሉ መንግሥት ፈሰስ ማድረጉ ችግሩን ያባብሰዋለ እንጂ መፍትሄ ሊሆን አይችልም። የትግራይ ሕዝብ ህውሃትን ከሥልጣን የማውረድ ግዴታ እንዳለበት ለምን የፌደራሉ ባለሥልጣናት ጫና አያደርጉም?
በዚህ አጋጣሚ እንደ ገና የማነሳው አስኳል የባጀት ጉዳይ፤ ባጀቱ የሚደጉመው ሕዝብን እንጅ አለቃዎችን ወይንም ፓርቲን ለማጎልመስ አይደየለም። ስለሆነም፤ ለህወሓት መንግሥት የተመደበው ባጀት ለወልቃይት፤ ጠገዴ፤ ጠለምት ፈሰስ እንዲደረግ፤ በየምክንያቱ ባጀቱን መከልከል ህወሃት “ምእራብ ትግራይ” ብሎ የሰየመውን የተሳሳተ ትርክት ያባብሰዋል። ውሳኔው ለይደር መባሉ መቆም አልበት። ባጀት ድህነትን ለመቅረፍ እንጅ የፖለቲካ ልሂቃን ማባበያ መሆን የለበትም።
የዐማራው ልዩ ኃይል፤ ፋኖና መከላከያ ከፍተኛ መስዋእት ከከፈሉ በኋላ አሁን የሚደረገው የፌደራል መንግሥት አድሏዊና ጸረ-ዐማራ፤ ጸረ-ፋኖ እርምጃ ምን አይነት ስትራተጂክ ውጤት ለማስገኘት እንደሆነ ግልጽ አለመሆኑ።
- ኦነግ ሸኔ በፌደራሉ ባለሥልጣናት በኩል መዋቅራዊ ድጋፍ ይሰጠዋል የሚል ትችት በተደጋጋሚ ሰምቻለሁ። እኔ የምጠይቀው ይህ ካልሆነ እንዴት የፈደራሉና የኦሮሞ ክልል ልዩ ኃይል ኦነግ ሽኔን ለመደምሰስ አልቻሉም? ለምን የፈደራሉ ትኩረት ለኢትዮጵያ ስጋት ባልሆነው እና ለነዋሪው ሕዝብና ለኢትዮጵያ በጀግንነት ሲዋጋ ከኖረው የኢትዮጵያ ደጀን ከፋኖ ላይ ሆነ?
በዚህ አጋጣሚ፤ መምህር ታየ ቦጋለ ስለ ፋኖ ያቀረበውን መስፈርት ሙሉ በሙሉ እጋራለሁ። የፌደራሉና የክልል ልዩ ኃይሎች ትኩረት ማድረግ ያለባቸው በቤኒ ሻንጉል ጉሙዝ ሱዳንና ግብጽ በመሳሪያና በገንዘብ እየደገፉ በሚያሽከረክሯቸው አማጽያን ላይ መሆን አለበት። የግብጽ ዘላቂ አላማ የህዳሴ ግድብ ስኬታማ እንዳይሆንና ኢትዮጵያ ወደፊት በዐባይ ወንዝ ላይ ሌሎችን ግድቦች እንዳተሰራ ለማድረግ ነው። የዐብይ መንግሥት እውነተኛ ጠላትን ከእውነተኛ ወዳጅ መለየት ያስፈልገዋል ያልኩበትም ለዚህ ነው። የዐብይን መንግሥት የምመክረው ፋኖ ደጀን እንጂ ጠላት አይደለም የሚል ነው።
የኢትዮጵያ የፌደራል መንግሥት ለፋኖ ምስጋናና ድጋፍ መስጠት ይገባዋል። ተመልካቾች የሚሉትና በእኔም ግምገማ፤ የፌደራሉ መንግሥት ወንበዴውን ከእውነተኛው ፋኖ መለየት አቅቶት አይደለም። ይህ በፋኖ ላይ የሚካሄድ አፈናና እየለዩ መግደል ዐማራውን ለማዳከም የሚደረግ ተንኮል ነው። ይህ አደገኛ አቋም ከቀጠለ አደጋው ለዐማራው ሕዝብ ብቻ አይደለም። ለኢትዮጵም ህልውና ግብአት ይሆናል።
- ጦርነቱ ከመገባደዱ በፊት ፋኖን ሆነ ብሎ መበተን፤ ኢትዮጵያን እንደ መበተን የሚያዩ ታዛቢዎች ብዙ ናቸው። “ይህ ሁኔታ ከክህደት አይለይም” ይላሉ። “ለኢትዮጵያ ዘላቂነት አይበጅም” ይላሉ። የሚረዳው ሱዳንን፤ ግብፅን ነው ይላሉ የሚረዳው ህወሃትንና ኦነግ ሸኔን ነው የሚለውን እጨምራለሁ። አንድ ተመልካች ሲናገር ወይንም ስትናገር “ዐብይ የመጽሃፍ ቅዱስ የመሰለ ጥቅስ ቢነግራችሁ እንዳታምኑ” የሚለ ብሂል ትክክል የሚሆነው አቋሙ በጠቅላይ ሚንስትሩ መንግሥትና አመራር ላይ ተአመኔታ ስለሌለ ነው።
- በአሁኑ ወቅት፤ አብዛኛው የዐማራ ሕዝብ በዐቢይ መንግሥት ላይ ያለው እምነት ተመናምኗል(the trust Amhara have in the Abiy government leadership is degraded).
ለማጠቃለል፤ በመላው ዓለም የሚኖረው የዐማራው ሕዝብ ምን ያድርግ?
አንደኛ፤ ታዛቢዎቹ እንደ ነገሩኝና እኔም እንደማምነው፤ የዐማራው ሕዝብ የሚመኘውና የሚታገለው በእኩልነትና በፍትህ የሚኖርባትን ኢትዮጵያን መመስረት ነው። የበላይነት ለመያዝ አይደለም። ይህንን ግብ ስኬታማ ለማድረግ ደግሞ የእልቂት ኢላማ የሆነው የዐማራ ሕዝብ መጀመሪያ የራሱን፤ ማለትም የዐማራውን ህልውና ስኬታማ የማድረግ ግዴታ አለበት።
ሁለተኛ፤ ታዛቢዎች እንደ ነገሩኝ ምንም እንኳን አፈናው ቢበዛበትም፤ የዐማራው ሕዝብ በሚያስደንቅ ደረጃ አየተደራጀ ነው። የሚደራጀው ማንንም ለማጥቃት አይደለም። ራሱን ከእልቂት ለማዳን ነው። ይህንን የተቀደሰ ግብ እኔም እደግፋለሁ፤ እናንተም እንድትደግፉ አሳስባለሁ።
ሶስተኛ፤ ፋኖን፤ የፋኖን ቤተሰቦችና ደጋፊዎች ማሳደዱ ኢትዮጵያን ሊያፈራርሳት የሚችልበትን ሁኔታ እየፈጠረ መሆኑን በድፍረትና በተከታታይ ማስተጋባት አለብን። We must be outraged by the deliberate onslaught on Fano and the Amhara population.
አራተኛ፤ የፋኖን የተቀደሰ ስም ያለ አግብድባብ እየተጠቀሙ፤ በተለይ በዐማራው ክልል ሕገ-ወጥ ውንብድና፤ አፈና፤ ሌብነትና ሌላ ወንጀል በሚፈጽሙ ግለሰቦብችና ቡድኖች ላይ የክልሉና የፌደራሉ መንግሥት ባለሥልጣናት የሚወስዱትን እርምጃ እኔም እድግፋለሁ። ሕገ-ወጥነት በኢትዮጵያ ቦታ የለውም።

ስድስተኛ፤ የሱዳን ፖስት እንደዘገበው፤ ለትግራይ ክልል መሰረታዊ አገልግሎት (ኤሌክትሪክ፤ ቴሌ፤ ባንክና ሌላ) እንዲሰጥ የሚለውን የሚደገፍ ፖሊስ እጋራዋለሁ። ለዘላቂ ሰላምና እርቅ ድልድይ እንዲሆን ለማድረግ የሚያስችል እስከሆነ ድረስ። ግን ህወሃት ምን አሳሪ ቃል ኪዳን ገብቷል? ጦርነቱን ሙሉ በሙሉ ያቆማል ወይንስ ጊዜ ጠብቆ እንደ ገና ይወራል? ግልጽነት ይኑር!!
ሰባተኛ፤ በሰሜን አሜሪካ ከሚኖረው መማከል ስድሳ በመቶው (60 percent of the Ethiopian Diaspora) ዐማራ መሆኑን ያሳያል። ይህ ግዙፍ ቁጥር የሚያሳየው ዐማራውና ወዳጆቹ በአንድነት ለአንድ ዓላማ ከሰሩ፤ እምቅ አቅም አላቸው ማለት ነው።
ስለዚህ በፈደራሉ መንግሥት ላይ ከፍተኛ ጫና የማድረግ እምቅ (የእውቀትና የገንዘብ) አቅም አለ ማለቴ ነው። ለምሳሌ፤ ወደ ኢትዮጵያ የምንልከውን ሃዋላ (Remittances) ለሶስት ወራት አንልክም ብንልስ? ለመላክ የምንችለው በፋኖ ላይ የሚካሄድው አፈናና ግድያ ሲያቆም ነው፤ የታሰሩት የፖለቲካ እሰረኞች ሲፈቱ ነው” ወዘተ ለማለት ብንደፍርስ?
በመጨረሻ፤ ለኢትዮጵያ መንግሥት የማቀርበው ጥሪ በፋኖና በሌሎች የዐማራ ሕዝብ ተሟጋቾች ላይ የሚካሄደው የማሳደድና ትጥቅ የማስፈታት ዘመቻ በአስቸኳይ እንዲቆም የሚል ነው። በተጨማሪ፤ ኢትዮጵያን ከተከታታይ ቀውስ ለመታደግ የሚቻለው በዐማራው ሕዝብ ላይ በሚደረግ ህውከት ፈጣሪ የድብቅ ስልት አለመሆኑን ላሰምርበት እፈልጋለሁ።

የአሜሪካን አቋም ለማመን ያስቸግራል
በአሜሪካ የበላይነት የሚመሩት የምእራብ አገሮች ለኢትዮጵያ ሆነ ለሌው አፍሪካ ጠንቅ ፈጣሪ እንጅ በጎ ሰሪ ሆነው አያውቁም። የፈረንሳዩ ፕሬዝደንት ጃክ ሲራክ የተናገሩት ትክክል ነው። ከኢትዮጵያ እጃችሁን አንሱ ማለት አለብን፤ እንደፈር!!! በማራው ላይ የሚካሄደውን አፈና፤ ግፍና በደል እናውግዝ!!
I hate to say but I have to say that all these very wishful lists of demand or things to be done do not make any real senses to any reasonable person leave alone a person who claims to be an intellectual ! This is because it tries to appeal to a ruling circle that has been proved to be not simply unwilling and incapable to do what it normally is expected to do but sadly enough it keeps going with the very deadly disastrous political gambling of ethnocentrism, and keeps destroying the very long time and essential social , psychological and cultural fabrics of the people .
Let me ask our good for noting intellectuals :
How many years and how much pain you are waiting to get out of your very lousy if not stupid ways of keep “advising” and begging those terribly evil -minded or evil-guided politicians of EPRDF/Prosperity such Sbyi Ahmed ???
How many years and how much bloodbath (bloodshed) and suffering alive are you waiting to stop your very nonsensical and outrageous political behaviors or attitudes of saying and writing the same good for nothing rhetorics and theories that that keep falling on the very deaf ears of those ruling elites of heinous politically motivated crimes ???
Why you allow yourselves to be “good guys “ of the horribly stupid and ruthless ruling elites whose hands are terribly stained with the very blood of innocent citizens for more than three decades and nowadays keep causing much more unprecedented horror of political gambling ???
Can’t you guys see the very self- evidently non-stop politically motivated disaster by those idiotic and cruel ruling elites ?

Amharas have no choice but to move for confederation simply because federation in the Ethiopian context does not work.
As a polirized multi-ethnic country, Ethiopia will not have a fair and free election without the opression of one or another ethnic group. Hence, democracy is an illusion that cannot be realized. The way Oromo rose to power and now control the entire country through proxy regional governments is the proof. Tigreans did it for the last thirty years and Oromos have stepped in Tigreans shoes to impose similar one ethnic group rule. With their number and size of their region, Oromo opressive rule will be much worse than Tigrean`s. Give another ten years to Oromo rule, Ethiopia will be the tail of the world by all standards of measure.
So, it is time for Amharas to exercise their constitutional right to self-determnation and vote on confederation. If they adopt conederation, it will give them the opportunity to attract direct foreign investment since confederation will enable them to have economic diplomats and even have embasies abroad cutting the Oromo controlled foreign ministry diverting foreign investment to Oromia and other favoured regions. Amharas can also have a defense force which will protect them from foreign invaders including ethnic Oromo organizations.
The Belgian model of confederation which appears to hep advance Amhara interests is something to explore.
In any event, Ethiopia needs vast decentralization resembling confederation since the federalism the country has adopted is notheing other than unitarism in disguise. Controlled from the centre, it has miserably failed to develop the country let alone prosper and ensure safety and security of its citizens. The chaos we see in the country right now has much to do with lack of development (in all sectors) and security. Both have proven beyond the capacity of the federal government to provide.Change of government at federal level is not the answer for these problems.
Tigreans have floated the idea of confederation, Amharas must follow. Tigreans know that they will not be fairly treated under Oromo rule; as a result, their choice of confederation appears just. Amharas must seize the opportunity to decide their destiny via self-determination as well without wasting another decade under incompetent Oromo rule. Despite all the atrocities they have committed, Tigreans are being heard and embraced by the Oromo rule since Oromos now feel tobe the savours of Ethiopia.
Folks! Don’`t be fooled!. Oromos pretend to be “savours” only if they rule the entire country as one piece. Like any other ethnic group that aspire to oppress and dominate , they are after resources. If Amharas want to be heard and embraced as Tigreans, they have to go for confederation. If confederation does not work, they have to say good bye to the Ethiopian state.

That will make them a laghing stock since they were in the forefront to weaken the unity of the country. Now they cannot be alllowed to reverse gear.
