በአባይ ግድብ ዙሪያ (ግርማ ካሳ)

ቋጠሮ የተሰኘ ድህረ ገጽ ላይ የወጣ አንድ ቪዲዮ አየሁ። በሪያድ ሳዉዲ አረቢያ፣ የኢሕአዴግ ባለስልጣናት፣  ኢትዮጵያውያንን ጠርተዉ፣ በአባይ ግድብ ዙሪያ ባነጋገሩበት ወቅት፣ የነበረዉን ሁኔታ የሚያሳይ ቪዲዮ ነዉ። «መብትን መጠየቅ አሸባሪነት አይደለም»፣ «የሕገ መንግስቱ አንቀጽ 27 ይከበር» የሚሉ መፈክሮች የተጻፉባቸዉ ነጭ ወረቀቶች ሲውለበለቡ ይታያሉ። ስብሰባዉ በጥሩ ሁኔታ የተካሄደ ፣ ለአባይ ግንባታም በቂ ገንዘብ የተሰበሰበ አይመስልም። [1]

የቋጠሮ ድህረ ይህንን ቪዲዮ እንደ ትልቅ አስደሳች ድል ነበር ያቀረበዉ። «ዘመቻ ጸረ-ቦንድ በድል ተጠናቀቀ» ይላል ቋጠሮ ለቪዴዮዉ የሰጠዉ አርእስት።

የፖለቲካ ልዩነቶቻችን ለአገራችን  የሚጠቅመዉን እንዳናደርግ ማድረጉን ሳስብ አዘንኩ። በተለይም ደግሞ፣ በሳዉዲ አረቢያ፣  ለአባይ ግድብ ግንባታ ገንዘብ ለማሰባሰብ የተደረገው ጥረት፣ የተጠበቀዉን ዉጤት አለማስገኘቱ፣  ለኢትዮጵያ ቆመናል በሚሉ፣  እንደ ድል መቆጠሩ፣ ምን ያህል ፖለቲካችን  የወረደ እንደሆነ የሚያሳይ ነዉ።

ግንቦት 3 ቀን 2003 ዓ.ም «የአባይን ግድብ መገንባት እንችላለን» በሚል ርእስ ለአንባቢያን ባቀረብኩት ጽሁፍ፣ ለአባይ ግንባታ በሚደረገዉ እንቅስቃሴ ዙሪያ፣ ከኢሕአዴግ ጎን መሰለፍ ከእያንዳንዱ ኢትዮጵያዊ እንደሚጠበቅ በመግለጽ ሃሳቤን አቅርቤ ነበር።  «ኢሕአዴግ የሚያራምዳቸዉን ጠቃሚ ያልሆኑ ፖሊሶዎችን መቃወማችንን እየቀጠልን፣ በተለይም ለሰብዓዊ መብት መከበርና ለዲሞክራሲ መስፈን የሚደረገዉን ትግል እያፋፋምን ፣ ገዢዉ ፓርቲ የሚያደርጋቸዉን የልማት እንቅስቃሴዎችንም መደገፍ የማንችልበት ምንም ምክንያት የለም። ዴሞክራሲ ስለሌለ ልማት አትደግፉ ማለት ምግብ ስለሌለ ልብስ አትልበሱ ማለት ነዉ» በማለት የፖለቲካ ልዩነቶቻችን፣ ለአገራችን የሚጠቅሙ፣ በጋራ ልንሰራቸዉ የሚገቡ፣  ስራዎችን  እንዳንሰራ ሊያግዱን እንደማይችሉ ሳልገልጽ አላለፍኩም።

 

ኢሕአዴግ ከዚህ በፊት የነበሩ መንግስታት ያልሞከሩትን አገራዊ የአባይ ግድብ ግንባታ አጀንዳ ይዞ መነሳቱን አመስግኜ፣  ለግንባታዉ መሳካት ኢትዮጵያዊያንን ሁሉ ማሰባሰብ እንደሚገባዉም መክሬ ነበር። « የሕዝብ በአንድ ላይ መሰባሰብ አስፈላጊነቱን ኢሕአዴግ ተረድቶ፣ ዜጎች በኢሕአዴግ ላይ ካላቸዉ ቅሬታ አንጻር ከዚህ ታላቅ ፕሮጀክት ፊታቸዉን እንዳያዞሩ፣ በተቻለ መጠን በሰብዓዊ መብትና በዲሞክራሲ ግንባታ አንጻር አስቸኳይ ማሻሻያዎችን ማድረግ ይኖርበታል። የፖለቲካ ተሃድሶ፣  ቁም ሳጥን ዉስጥ ተቆልፎበት ብዙ ወደፊት መሄድ የምንችል አይመስለኝም» [2]በማለት ፣ የእርቅ መንፈስ የሚወርድበትን ፣ መከባበር ፣ መቀባበልና  አብሮ የመስራት ባህል የሚጠነክርበትን፣ የሰለጠነ ዘመናዊ ፖለቲካ የሚሰፍንበትን፣ እንዲሁም የዜጎች ሰብዓዊ መብት የሚከበርበትን  ሁኔታ ኢሕአዴግ ማመቻቸት እንዳለበት አጠንክሬ ተማጽኛለሁ።

ተጨማሪ ያንብቡ:  ማደናቆር ማሸጋገር ነዉን ?

የአባይ ግድብ ግንባታ ተጀምሯል።  መጀመር ማለት ግን መጨረስ ማለት አይደለም።  ኢትዮጵያ በወንዞቿ እንዳትጠቀም፣ ይህ ግድብ እንዳይገነባ የማይፈልጉ፣  ታሪካዊ ጠላቶች አሉን። በቅርቡ፣ ከአንድ አገር ከፍተኛ ባለስልጣን የማይጠበቅ ፣ በኢትዮጵያ ላይ ያነጣጠረ ጠብ-ጫሪ አስተያየት የሰጡትን፣  አንድ የሳዉዲ ጀነራልና ልኡል መጥቀሱ ይበቃል። [3]እኝህ ባለስልጣን ኢትዮጵያ የአባይን ግድብ የመገንባት መብት እንደሌላት ነዉ የተናገሩት። ማስፈራሪያና ማስጠንቀቂያ ነዉ ለኢትዮጵያ የሰጡት።

እኝህ የሳዉዲ ጀነራል የመንግስታቸውን አቋም ነዉ በይፋ የገለጹልን። ይሄም በግልጽ የሚያሳየዉ እንደ ሳዉዲ አረቢያ ያሉ፣ የአረብ አገሮች፣  በተቻለ መጠን፣ በመካከላችን ጠብና አለመግባባት እንዲፈጠርና ለአገራችን ጥቅም በጋራ እንዳንቆም በመዶለት፣  ያላቸውን የአለም አቀፍ ተጽእኖ በመጠቀም ከዉጭ ኃይላት በቂ እርዳታና ብድር እንዳናገኝ ግፊት በማድረግ፣ የአባይ ግድብ እንዳይገነባ፣ ኢትዮጵያ እንዳታድግ የማይፈነቅሉት ድንጋይ የለም።

 

በመሆኑም ግድቡን በራሳችን አቅም መገንባቱ ብቸኛ አማራጭ ሆኗል። በዚህም ምክንያት ኢሕአዴግ በተደራጀ መልኩ ከፍተኛ የገንዘብ ማሰባሰብ እንቅስቃሴዎችን ሲያደርግ ቆይቷል።

ነገር ግን የአባይን ግድብ ወጪ በስፋት የመሸፈን አቅም ያለዉ ዳያስፖራው እንደሚጠበቀዉ አስተዋጾ እያደረገ እንዳልሆነ የዉጭ ጉዳይ መሥሪያ ቤትን ጠቅሶ፣  ሪፖርተር ዘግቧል። «የሚኒስቴሩ የግማሽ ዓመት የሥራ አፈጻጸም ሪፖርት እንደሚያስረዳው፣ ከዳያስፖራው ለአገር ልማት ሊገኝ የሚችለውን የሀብት ፍሰትና የልማት ተሳትፎ ለማሳደግ የሚያስችሉ ጥረቶች ቢደረጉም፣  እየተገኘ ያለው ግን ውስን ነው»  ሲል የዘገበዉ ሪፖርተር፣  ለህዳሴው ግድብ የተገኘው አጠቃላይ ገቢ  3.04 ሚሊዮን ዶላር ብቻ መሆኑን ገልጿል።

አባይን ለመገንባት ቢያንስ 4 ቢሊዮን ዶላር ያስፈልጋል። በዉጭ የሚኖረዉ ኢትዮጵያዊ  ቢቆጠር ሁለት ሚሊዮን ይሆናል። በስድስት ወራት ሶስት ሚሊዮን ዶላር ተሰበሰበ ማለት፣ እያንዳንዱ ኢትዮጵያዊ በወር 25 ሳንቲም ብቻ ነው ለአባይ ያዋጣዉ እንደ ማለት ነዉ። ይሄ በጣም የሚያሳዝን፣ መሰረታዊ የሆነ መፍትሄ የሚያስፈልገዉ ጉዳይ ነዉ። እንዴት አገራዊ ለሆነ ፕሮጀክት በዉጭ የሚኖረዉ ኢትዮጵጵያዊ በተገቢዉ ሁኔታ ሊሳተፍ አልቻለም ?

በወር ስሙኒ ከማዋጣት፣ በቀን አንድ ዶላር ብናዋጣ፣  ዳያስፖራ ከሚኖረው ኢትዮጵያዊ በስድስት ወራት 365 ሚሊዮን ዶላር መሰብሰብ ይቻላል። ባለፉት ስድስት ወራት ከተሰበሰበዉ ሶስት መቶ እጥፍ ማለት ነዉ። ያለ ምንም ጥርጥር በኢትዮጵያዉያን ገንዘብ አባይን መገንባት አይደለም ሌላ ሌላም መስራት እንችላለን። እደግማለሁ በርግጥ እንችላለን። አቅሙ አለን። ችሎታዉ አለን። ችግሩ ያለዉ ፍላጎትና መተማመኑ  ላይ ነዉ።

ተጨማሪ ያንብቡ:  የጠቅላይ ሚኒስትሩ አምላክ

እንግዲህ ሁላችንም ፣ የኢሕአዴግ አባላትና ደጋፊዎች ሆንም ኢሕአዴግን እንቃወማለን የምንል፣  ቆም ብለን ማሰብ ያለብን ይመስለኛል። በመካከላችን ባለዉ የከረረ ያለመቀባበል ፖለቲክ ምክንያት፣  አገራችንን እየጎዳን መሆናችንን ማስታወስ አለብን።  እንዲህ ልንቀጥል አንችልም። ከሌሎች አገራት ዜጎች መማር አለብን።

ኢሕአዴግ «ልማት፣ ልማት» እያለ የሰብአዊ መብት መከበርን ወደ ጎን እያደረገ፣ የሚቃወሙትን እያሰራ፣ ሜዲያዎችን እያፈነና  የፖለቲካ ነጻነትን እየገደበ፣ ብዙ ዜጎችን እየገፋ ነዉ። በሌላ በኩል ደግሞ፣  በተለይም በዉጭ ያሉ ተቃዋሚዎች ነን የሚሉ፣   «ዴሞክራሲ የለም»  በሚል፣  ልማትን በጭፍን ይቃወማሉ። ለልማት የሚደረግን እንቅስቃሴ ማክሸፍን እንደ ጀግንነት ይቆጥራሉ። ይህ አይነቱ አካሄድ መቆም አለበት።

በዚህም መንፈስ እንግዲህ  ለሁሉም ወገኖች ይጠቅማል ብዬ የማስባቸዉን ምክር አዘል የመፍትሄ  ሃሳቦችን በአክብሮት በትህትና  እንደሚከትለው አቀርባለሁ።

 

ለኢሕአዴግ

  • ዜጎችን ማሰር መፍትሄ አይደለም። እንደነ አቶ እስክንድር ነጋ ያሉ፣  ሰላማዊ የሆኑ፣  የታሰሩ ጋዜጠኖች፣ እንደ አቶ አንድዋለም አራጌና አቶ በቀለ ገርባ የመሳሰሉ፣  በአገሪቷ ሕግ መሰረት ተመዝግበው በሰላም የሚንቀሳቀሱ የፖለቲካ ድርጅት አመራር አባላት እንዲሁም ሌሎች በርካታ የፖለቲካ እስረኞች በሙሉ መፈታት አለባቸው።
  • ኢሕአዴግ የምርጫ ስነ-ምግባር ኮዱን ከፈረሙ፣  ማናቸውም የፖለቲካ ድርጅቶች  ጋር ለመናጋገር ፍቃደኛ እንደሆነ ገልጿል። የስነ-ምግባር ኮዱን ካልፈረሙ፣  እንደ ኦብነግ ካሉ ድርጅቶች ጋር ዉይይት ጀምሮ እንደነበረም አንብበናል። በመሆኑም ለኦብነግ ያሳየዉን የመነጋገር ፍቃደኝነት፣  የስነ-ምግባር ኮዱን ላልፈረሙ፣  አገር ዉስጥ በሰላም ለሚንቀሳቀሱ ድርጅቶች እንዲያሳያና ፣ ያሉ ችግሮችን በንግግር ለመፍታት የሚቻልበትን ሁኔታ እንዲያመቻች  ጥሪ አቀርባለሁ።
  • የተዘጉ ነጻ ጋዜጦች መታተም መጀመር አለባቸው። እንደ ብርሃነና ሰላም ያሉ የመንግስት መታሚያ ቤቶች ፣ አዲስ ዘመንን እንደሚያትሙት ሁሉ  እንደ ፍኖት ለነጻነት ያሉ ጋዜጦችን ማተም ይጠበቅባቸዋል።
  • ከጥቂት ሳምንታት በፊት በሚደረገዉ ምርጫ 99.9 በመቶ ኢሕአዴግ አሸናፊ እንደሚሆን ከወዲሁ የታወቀ ነዉ። ይሄም፣  የምርጫ ሂደቱ ምን ያህል ጸረ-ዲሞክራሲያዊና  ኋላ ቀር መሆኑን የሚያሳይ ነዉ። ኢሕአዴጎችም እራሳቸው ሊያፍሩበት ይገባል። በመሆኑም ከአሁኑ ስህተት ትምህርት ተወስዶ ፣ የፊታችን የ2007 ምርጫ ፍትሃዊና ዴሞክራሲያዊ እንዲሆን ለማድረግ መሰረታዊ የሆኑ፣  እንደ ምርጫ ቦርድ ያሉ የዴሞክራሲ ተቋማት ነጻና ገለተኛ ሆነው መዋቀር ይኖርባቸዋል።
ተጨማሪ ያንብቡ:  ሰውም እንደ ጊንጧ፤ - ይገረም አለሙ

እነዚህን እርምጃዎች ኢሕአዴግ ቢወስድ ይጠቅመዋል እንጂ አይጎዳዉም። ሕዝቡ በቀላሉ ከሚያደርጋቸው የልማት እንቅስቅሴዎች ጎን ይሰለፍለታል። ለአባይ ግድብ የሚያስፈልገዉን ገንዘብ በአጭር ጊዜ ዉስጥ መሰብሰብ ይችላል። በኢትዮጵያዉያን ዘንድ የበለጠ አመኔታንና ከበሬታ ያገኛል። ኢሕአዴግ ከላይ የጠቀስኳቸው ነጥቦች ተግባራዊ ለማድረግ መፍራት የለበትም። ድፍረቱ ሊኖረዉ ይገባል።

ሚያዚያ 9 ቀን 2003 ዓ.ም ባወጣዉ ርእስ አንቀጹ፣ ሪፖርተር ያስቀመጠዉን ግሩም አባባል ልዋስና «በመገደብ (አባይን)  ልንሰራ ያሰብነዉን ታሪክ፣  ባለመገደብ (ዴሞክራሲን) ታሪክ ሰርተን አናጅበዉ»።

 

ኢሕአዴግንለሚቃወሙ

  • ፖለቲካችን  መቀየር አለበት። ኢሕአዴግ የሚያደርጋቸው አገርን የሚጠቅሙ የልማት እንቅስቃሴዎችን መደገፍ አለብን። ከላይ እንደዘረዘርኩት ኢሕአዴግ ማሻሻል ያለበት በርካታ ጉዳዮች ቢኖሩም የፈጸማቸው የሚያኮሩና የሚያስደስቱ ተግባራት አሉት። ይሄን እንቀበል። እንዲሁ በጭፍን አንቃወም።
  • አገር ቤት ያሉ የስነ ምግባር ኮዱን ያልፈረሙ ሰላማዊ የፖለቲካ ድርጅቶ አሉ። እነዚህ ድርጅቶች ከኢሕአዴግ ጋር ለመነጋገር ፍቃደኛ መሆን ይጠበቅባቸዋል። መቃወም ብቻ ፖለቲካ ሊሆን አይችልም። ተቃዉሞ ማቅረብ የትግሉ አንድ አካል ቢሆንም፣  በሚያስማሙ ነገሮች  ዙሪያ አብሮ መስራት አስፈላጊ መሆኑን መገንዘብ አለባቸዉ።  ሕግ ሆኖ የወጣዉንና እናከብረዋለን የሚሉትን የስነ-ምግባር ኮዱ መፈረም ባይኖርባቸውም፣ ለሰላምና ለእርቅ ሲሉ ይሄን ሰነድ እንዲፈረሙ፣ ከኢሕአዴግ ጋር መነጋገር የሚቻልበት ሁኔታ እንዲያመቻቹ እመክራለሁ። ግትር አቋም መያዝ ጥቅም የለዉም። እነዚህን ድርጅቶች የምንደግፍም፣ የአመራር አባላቱ ላይ  በዚህ ዙሪያ፣ ግፊት እንድናደርግ እጠይቃለሁ።
  • በቋጠሮ  ድህረ ገጽ ላይ እንደተዘገበው አይነት፣ በአባይ ግድብ ግንባታ  ዙሪያ የሚደረጉ ተቋዉሞዎች መቆም አለባቸው። ይህ አይነቱን ተቃዉሞ በተዘዋዋሪ መንገድ፣ በዉጭ ያሉ ታሪካዊ ጠላቶቻችንን ጥቅም ማስጠበቅ ነዉ። የሳዉዲዉ ጀነራል፣ እነ ጄነራል ካሊድ ቢን ሱላጣንን ማስደሰት ነዉ።
  • የአባይ ግድብ መገደብ አለበት። ኢትዮጵያዊ ሁሉ ገንዘብ ማዋጣት አለበት። አቅም እያለን ፣ ይሄን ግድብ መገንባት ካቃጠን፣ በአገር ጉዳይ መስማማት ካልቻልን፣  እንደ ሕዝብ ሁላችንም አብረን እንጠፋለን። ኢትዮጵያም የወላድ መካን ፣ ድሃ አገር ሆና ትቀጥላለች።
  •  ልማት አንድ እግራችን ነዉ። ነጻነትና የመብት መከበር ሁለተኛዉ እግራችን ነዉ። በሁለቱ  እግሮቻቸን ቆመን መሄድ፣ መሮጥ እንጀምር። እግዚአብሄር ልባችንን ለፍቅሩ፣ አይምሯችንን ለጥበቡ ይክፈትልን።

  1. Your name to be called Goodu kassa instead of Girma kassa. What happen to you! You do not know what a strategy and tactics of the politics. No person is against the Abay Reneissance dam . The main question is Woyane’s have not moral, ethics,and discipiline to accomplish this very big agenda of the Ethiopian people. They try to use this agenda for their own political game not to benefit the majority of the Ethiopian people. We have enough time , experts and resources to accomplish this project and others which really benefit Ethiopia and its own people. You understand Girma Kassa of the DEDEBIT. You always comment the very minute things and try to make the problem like as big as ELEPHANT. Do not do this bro. Girma. Let us think and use our mind properly and try to politicize things based own its importance or priority. Have I made my self clear Mr. Kassa?

  2. I think Girma Kassa is either a confused stupid guy or one of those who are the under-table TPLF terrorist supporters (benefactors) but deny their support in public. They never want to come out because they know very well in the heart of their hearts that it is wrong to support the terrorist TPLF for whatever reason. They come up with all kinds of execuses and apoplogies for the terroris TPLF group. The simple question is whether you want to get rid of terrorist TPLF or not. If you want to get rid of the TPLF terrorist group that has been terrorizing the Ethiopian people for the last 21 years, the choice is as clear as the blue sky. You DO NOT FEED the terrorist group you want to get rid of under any pretext. You want to STARVE it to death. This is a proven way of bringing a terrorist group in power to its demise. You cannot keep feeding it and somehow expect it to die unless you are as fool as Girma Kassa. You either feed it or starve it based on your goal. I like the title given by Quatero and we need more of that to effect a change in Ethiopia. The Ethiopian people need their freedom more that building a dam on whichever river. Give the Ethiopian people their freedom and they can build dams across the country on all their rivers. You do not have to give up your freedom just to get a dam.

    If you can understand a little bit about people seeking freedom, you would understand no development should be traded for freedom. Meles Zenawi came up with the construction of the Nile Dam over night not because of his nationalist and patriotic duty, but because he was defeated in elections and wanted to create an atmosphere of confusion. You are also adding to the confusion. In a country where tens of thousands of political prisoners are languishing in the hands of Apartheid masters, the god-given duty that every soul is obligated to do is to get rid of the masters first.

  9. I am against the socalled Abay dam. I do have so many reseand for that.
    May be the secession of Assab is correctable through time but Abbay dam is a complete failer for Ethiopia
    1. The place where the dam is being under construction. It is about 25 km from Sudan border . AS we know it Sudan is oppsing the construction. How many military are we going to assign there and for how long to defend it. The defence budget we wioll assign to it far more than the money we earn from it . It is if we can defend it . Because even any ordinary man can secure a short range missile which can attachk the dam. Moreover , even we don’t know whether theplace is part of Ethiopia or Sudan since we didn’t demarked the border.
    2. We need the Abbay dam but why? for agriculture or electricity in both cases it will be so good if we had it in the centtral part of the country in Abbay goerge b/n the Gojjam and Wellega. Because of the land form of the place cheap to make it for ellectricity and the place is fertile we can use it for agriculture.
    3. It forms huge lake in the place where it is under construction so soil will fill it easly. The cost of cleaning it is far more than its construction.
    4. Another thing is there is huge vaporation since the place is desert. But we would have saved alot of water if it was the place b/n Gojjam and Wellega.
    Adding all this we get nothing from Abbay dam if it is constructed only wastage. But Ato Melese will be happy because Amhara and Oromo will not befit from it.

  10. Foreigners are telling us that they give priority to food security rather than to freedom. They are denying freedom what even their dogs and cats enjoy. Goodu Kassa has to be another banda who talks about dam when the patriots are fighting to get rid of the home grown fascists.
