1. Why is it difficult to serve summon to Getachew Assefa?

   TPLF and Tigray region leaders have been saying Getachew Assefa and other Tegaru being tried for different crimes have been targeted for prosecution. Because of this reason, they have stated they will not cooperate with ODP in arresting and producing any Tegaru for prosecution. They have not denied Getachew Assefa and other wanted Tegaru are in Tigray. So, prosecutors should have aimed at TPLF and the regional government than the federal police in the region and now the regional polce. These guys get orders from TPLF and the regional government.

   If the federal police in the region and(or) the regional police are unable to serve the summon, prosecutors should get order from the court to TPLF leaders and officials of the regional government to serve the summon. If they refuse while it is widely known that Getachew Assefa and the other accused are in Tigray, prosecutors should ask the court to hold TPLF leaders and officials of Tigray regional government in contempt. Once they know they are under contempt proceeding, they might appear to defend themselves or reject the entire process and even effuse to receive summons to participate in the process. Whichever way they react, they might get fine, jail term or both for contempt if they refuse to serve summon To Getachew and co. Fine and jail term hanging over their heads, they might comply or cease to show up to Addis.

   The contempt proceeding will not impede the trial of Getachew Assefa and co. Try it.
