በአንዳንድ ሀገራት ዋና ከተሞች የሀገሪቱ ርእሰ መዲና ይሆኑና ደግሞ የራሰ አስተዳደር መስርተው ይተዳደራሉ። እነዚህ ሁለት ጉዳዮች አይጋጬም። አዲሰ አበባ የገባችበት አስተዳደር ግን ከዚህ አሰራር በጣም የተለየ በመሆኑ ከባድ መዋቅራዊ ግጭት ላይ ጥዷት ይገኛል።
ከመነሻው የብሄር ፌደራሊዝም ባለበት ሀገር ይህቺን ከተማ በልዮ ጥቅም እሳቤ እንድትጠየቅ ተደርጎ መዋቀሩ አንዱ የመጀመሪያው የአዲሰ አበባ የማሰናከያ ድንጋይ ነው። ይህንን ተከተሎ የሚመጣው የማህበራዊ ልዩ ጥቅም ፍላጎት፣ የኢኮኖሚ ልዩ ጥቅም ፍላጎት፣ የፖለቲካ ልዮ ጥቅም ፍላጎት አዲሰ አበባን የተከፋፈለች ከተማ (divided city) ለማድረግ በየቀኑ እየተጋ ነው። የከንቲባ አዳነች አመጣጥ ራሱ ከማንነት ጋር ተያይዞ የመጣ በልዩ አስተዳደራዊና ፖለቲካዊ ጥቅም ሂሳብ የተደረገ ሹመት ነበረ። ይሄ አሳዛኝ ነገር ነው።
የአዲሰ አበባን ጥያቄ ለመፍታት መዋቅራዊ ችግሮቿን መረዳት ይገባል። የዛሬይቱን አዲሰ አበባን አስተዳደራዌ ቁመና ሰናይ ከተማዋን በሶሰት ፍላጎቶች (interest) ጉትቻ ከባድ ውጥረት ላይ ተጥዳ እናያለን። እነዚህ ሶሰት ፍላጎቶች
1. አዲስ አበባ ራሱን በራሱ ማስተዳደር ይችላል የሚለው መሰረታዊ የአዲስ አበባ ህዝብ ፍላጎት፣
2. አዲሰ አበባ የፌደራል መቀመጫ ናት የሚለውና የፌደራል መንግስት ፍላጎት፣
3. የእሮሚያ ክልል ዋና ከተማየ ናት የሚዉ ፍላጎት ናቸው።
እነዚህ ፍላጎቶች ከማንነት ፖለቲካና ከብሄር ፌደራሊዝም ሸለቆ ውሰጥ መሽገው ይራኮታሉ። በዚህ ሳቢያ ከተማዋን መዋቅራዊ ግጭት ላይ ጥደዋታል። ይህ ከባድ ችግር መለወጥ አለበት። አዲሰ አበባን ከልዩ ጥቅም እሳቤ መንጋጋ በማላቀቅ የመዋቅር ግጭቶችን መፍታት ካልተቻለ የተከፋፈለች ከተማ አድርጎ መከራዋን ያራዝማል። አንድ ዋና ከተማ ከፍ ሲል ያነሳኋቸው ሶሰት አስተዳደራዊ ዝንባሌዎች የሚፋተጉበት መዋቅር ላይ ከወደቀ ይህ የመዋቅር ግጭት ከፍተኛ አለመግባባትና ትርምስን ያመጣል። ሰለዚህም ይህ ግጭት እልባት አግኝቶ ልዩ ጥቅም ቀርቶ በእኩልነት የምንተዳደርባት ከተማ እንድትሆን የመዋቅር ግጭቶች እንዲፈቱ ትግላችን ይቀጥላል።
በአንዲት የማትከፋፈል ኢትዮጵያ ስር የማትከፋፈል ጠንካራ አዲስ አበባን መገንባት ያሰፈልጋል።

Addis Ababa youth paid the ultimate sacrifice in the struggle for gender and religious equality, land reform, wage equity, self-determination and famine relief. Now, they are not even in the position to fight the right of more than 7 million Addis Ababa residents to self-administer themselves. 7 million, a very conservative estimate of the population of Addis Ababa, is bigger than the population of most Ethiopian regions that have been awarded their own regional government. Tigray Region, Somali Region, Afar Region, Sidama Region all have smaller populations than Addis Ababa. Any Ethiopian who supports democracy and equality should support the right of these millions to govern themselves.
The tax that Addis Ababa residents pay finances a police system that they do not control (or is in fact used to suppress, oppress, terrorize them including kidnapping, disappearance and torture).
This piece of writing sounds clear and good. But , what it is missing is a clear and determining answer to the very question framed as the topic of it.
It goes without saying that the very issue of the Self-Administration of Ababa Ababa will never be realized as long as the very deadly and mutually destructive ethnic identity-based political system controlled by the those Oromo political elites who took over the throne of the their former boss , TOLF and have made the country the place of the bloodbath of so many thousands and the hell on earth to so many millions allowed to stay in power and keep doing a much more damage that will be impossible to reverse .
I do not know why you guys are terribly shy of calling aspade a spade and tell the very truth that the only way out is to revolt against the spade that is incurably ill before it causes a much more damage to the people.
You desperately needs to get out from the very bad political habit of going around the bush and misleading the people as if you are waiting for some kind of miracle !!
