የትምህርት ሚኒስቴር ከ አዲስ አበባ ዩኒቨርስቲ ሥራ አመራር ቦርድ ጋር የግብረ ሃይሉን የሥራ ማስጀመሪያና ትውውቅ መድረክ አካሂደዋል፡፡መንግስት የከፍተኛ ትምህርት ተቋማት ተቋማዊ ነጻነት ተጎናፅፈው መስራት እንዲችሉ ባስቀመጠው አቅጣጫ መሰረት የአዲስ አበባ ዩኒቨርስቲ ተቋማዊ ነፃነት ኖሮት መልሶ እንዲደራጅ በመሰራት ላይ ይገኛል፡፡
በውይይቱም የትምህርት ሚኒስትሩ ፕሮፊሰር ብርሃኑ ነጋ አዲስ አበባ ዩኒቨርስቲን ተቋማዊ ነጻነት መስጠት ከመንግስትም ከማህበረሰቡም ስምምነት የተደረሰበት መሆኑን ገልፀዋል ፡፡
ይህ የለዉጥ ስራ ለአዲስ አበባ ዩኒቨርስቲ ተቃማዊ ነጻነትን ማምጣት ብቻ ሳይሆን ለሌሎች ዩኒቨርስቲዎችም ተቋማዊ ነጻነት የሚሰጥ መሆኑንም ገልፀዋል።
የከፍተኛ ትምህርት ተቋማት ተቋማዊ ነፃነት በአዲስ አበባ ዩኒቨርስቲ ተጀምሮ ወደ ሌሎች ከፍተኛ ተቋማትም የሚስፋፋ መሆኑም ተገልጿል።
የለውጥ ሃዋሪያት ግብረሃይሉም ፕሮፈሰር ሰብስቤ ደምሰውን ሊቀመንበር እንደዚሁም ዶ/ር ሽብሩ ተመስገንን ፀሃፊ አድርጎ በመምረጥ ሥራውን ጀምሯል፡፡
በዉይይቱ ላይ የትምህርት ሚኒስቴር አመራሮች፣ የአዲስ አበባ ዩኒቨርስቲ የስራ አመራር ቦርድ፣ የማኔጅመንት አባላት እና የተመረጡ የለዉጥ ሃዋሪያ አባላቶች ተሳትፈዋል፡፡

Are you serious ? Is it really possible for an institution that is overseen by those personalities of politically terrible and morally bankrupt compatriots such as Professor ( feels uncomfortable to say) Berhanu Nega to become truly independent and the source of well- educated and practically effective people ? The answer is not at all unless we allow ourselves to remain the laughing stocks of those painfully disgraceful and terribly brutal ruling elites of the faction of EPRDF who call themselves Prosperity .
How many educators of the university tried to live up to the expectation of a real meaning and value of intellectualism for the past three decades and more particularly for the past very disastrous three years ? Is this not the institution in which people like Dr. Dagnachew , Dr Sisay Mengiste and so forth have been talking and keep talking all kinds of nonsense as far as the need to bring about a truly democratic system is concerned . I do not know how an institution that is infested by all these kinds of people could become a truly independent institution ! I hate to say but I have to say that an institution under a very dirty and dangerous political system and being infested by the so called intellectuals who are badly opportunists will keep killing the generation , not the other way round !
It is when and only when the very chronically criminal political system of EPRDF/ Prosperity is forced to die its death and a truly democratic system is instituted that all institutions could be the very sources of the power of knowledge and better lives of the people ! The rest is just the politics of garbage in and garbage out !!
